Academic and Professional Research studies and papers are one of the most common and useful approaches to understanding a public or non-profit issue. Both can be short or longer, more in-depth analyses. In this assignment, you are asked to put yourself in the position of a public policymaker, a program or agency head, legislative staff director, city manager, or an elected official. Your task is to synthesize and evaluate the quality of a published research study paper, using criteria in the assignment instructions to analyze and critique the study paper’s arguments and claims.
Below is a template you are to use as an Assessment Guide in evaluating, analyzing and critiquing the published research study you have chosen.
When a macro public policy issue or problem arises, understanding the issue or problem involves an assessment of what is known about the issue. The process of understanding the issue or problem usually involves consulting what information exists regarding the issue and should include an evaluation of what has been written. The process of this evaluation and analysis of prior studies involves an assessment. The assessment: (1) forces clarity into the Issue and its potential impact(s) by identifying the issue or problem and the causal factor(s) creating the issue or situation and/or driving the problem, (2) allows for inclusion and explanation of competing viewpoints, and (3) provides an objective basis for clearly and cogently representing the facts, findings and conclusions about the issue or problem for discussion and decision.
Research Assessments we use in our PADM 594 assignments can be a short, cogent evaluation of the issue or problem, 10-12 double spaced pages in length or they can be significantly longer documents that go into more detail and are comprehensive reports.
Below is a general structure to use when writing an assessment of a research study. While any particular format is necessarily limiting in its rigor, having a consistent structure for a presentation is beneficial when there are many issues. Each segment of the general structure should include answers to strategic questions that guide the writer through an analytical thought process. Not all the questions raised below will be applicable or appropriate for every situation. And, depending on the issue, there may be additional questions to consider that are not listed below.

Discussion and Analysis (2 pages)
Analyze, dissect and delve deeply into the logic and assumptions underlying the issue being analyzed as they relate to the research questions being asked relative to the identified issue or problem.
Review the data and facts to assess and validate arguments regarding the issue/problem
Findings (1 page)
What does the analysis reveal?
What have we found when we are finished with our analysis of the relevant facts impacting the issue?
What do findings point to or what insights are gained?
Conclusion (based on analysis and findings) (1 page)
What are your conclusions?
Describe the conclusions in actionable terms.
Implications (1 page including recommendations)
Why is this issue important to public policy?
What are the ramifications of choosing such options or taking such actions?
Recommendations for rectifying or moving the issue/problem (or opportunity) toward resolution.
For purposes of the Capstone, we will use an assessment format that:
Limits the assessment to 10-12 double-spaced pages.
Has a basic structure divided into four-five sections: Issue-Problem, Background-Context, Analysis, Findings, Conclusion(s), and Recommendations. The length assigned to each section of the paper will vary according to the complexity of the Study Issue or Problem.
Assume a degree of ignorance. Don’t assume that you know all the facts about the issue or problem. Practice detachment, objectivity and humility when it comes to both the research and writing the assessment.
Practice confidentiality. Unless specifically told to share your assessment with others, treat the assignment with confidentiality.
The assessment must be assessment must be clear, concise and accurate. Avoid contractions, metaphors and humor. Do not use first person pronouns and avoid adverbs. Be prepared to summarize and present the assessment orally as well as in writing.
Honor Time Commitments. Never be late with your work and never ask for an extension unless the consequences of producing a substandard assessment are dire. Be prepared to do whatever it takes to produce a superior result under whatever time constraint and data is given. One can always use “more information and data”.
No Pride of Authorship: Remember, once the assessment is handed over to your boss, your task has been completed. You should not assume any further use of your assessment unless it is specifically granted by the organization.
Has as its goal to make the recipient’s work easier, not harder. In order to do this, be sure you know what is expected of you in making the assessment and preparing your paper.
