On the other hand, classical emergency management practices such as the Incident Command System (ICS) widely used for response to disruptive incident and, recently with increasing frequency, for the planning and management of major public events. Major public events include university football games, political conventions, large parades, and major sports events, like the Super Bowl.

The ICS is a standardized, on-scene, all-hazards incident management center. It enables a coordinated response among various jurisdictions and agencies. It also establishes common processes for planning and managing resources. Finally, it allows for the integration of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure. (FEMA, 2016)

According to a FEMA training manual, “ICS was developed in the 1970s following a series of catastrophic fires in California. Property damage ran into the millions, and many people died or were injured. The personnel assigned to determine the causes of these disasters studied the case histories and discovered that response problems could rarely be attributed to lack of resources or failure of tactics” (FEMA, 2008, p.1).

ICS can be used to manage:

Natural hazards.
Technological hazards.
Human-caused hazards, both accidental and intentional.
Planned events.

Compile and review contemporary research and statistics, current approaches to the problem, recent empirical data, current emergency management policies in place, and current applications of leadership theories, styles, and models used to address the problem in emergency management organizations. This contemporary research must be within the past 3–5 years.
Examine the ways that contemporary policies used to address the problem have influenced or affected social change and community improvements. Once you have reviewed this information, use it to challenge the theoretical framework in Part 1.
Evaluate the contemporary research, approaches, data, policies, leadership theories, risk, and policy impacts on social change and community improvements to discover the relationship between the classical and contemporary information, and compare and contrast it.
