Borsuk: Milwaukee’s Hmong American Peace Academy flourishes under a visionary leader

Maybe you don’t need an excellent and visionary leader to build a great school from scratch. But it seems a lot easier to make a case that you do.

 

So maybe the Hmong American Peace Academy (often called HAPA) would have become one of Milwaukee’s most impressive school success stories without Chris Her-Xiong, the founder and CEO. Maybe someone else would have come along

 

Maybe someone else would have fled Laos as a child, lived in refugee camps in Thailand, moved with her family to (of all places) central Iowa, started school at age 11 not knowing which end of a pencil to use, and gone on to earn two master’s degrees from Alverno College.

 

Chris Her-Xiong, principal and CEO of the Hmong American Peace Academy, stands in the hall between periods. The school has boomed in recent years to just over 1,800 students in three buildings on the northwest side.

 

Maybe someone else would have become the first Hmong person to be hired as a teacher by Milwaukee Public Schools and then taken the lead in starting a school to serve Hmong children

 

Maybe someone else would have advocated and set big goals and navigated all it takes to grow in 15 years from an elementary school of about 200 in rented space on the south side to a kindergarten-through-12th-grade operation with more than 1.800 students on the northwest side.

 

Of course, no good school is a one-person success story. Maybe someone else would have brought together a strong teaching staff, a committed body of parents, and students, many from homes where English is not the first language and almost al (95%, by state figures) considered “economically disadvantaged,” and led them to impressive academic progress

 

The percent of HAPA elementary students who were rated proficient in language arts in recently released data exceeded both the Milwaukee and state averages. In math, HAPA was well above

the MPS average, with a goal of reaching state averages in coming years. ACT Scores for high school students are closing in on the state average. Average daily attendance is 96%. And the school behavior climate is healthy.

 

The Hmong are sometimes overlooked when talking about the population of Milwaukee and of Wisconsin as a whole. But their story is fascinating – and, in some important ways, a truly American tale of immigrants getting on the path (not always easily) to solid futures.

The Hmong, with a close-knit culture, Lived in mountainous areas of Southeast Asia. During the 1960s and 70s Vietnam War era. The Hmong generally helped the American military. When the US Americans lost and left, the Hmong had to flee also, generally the first to Thailand and then the US. Many ended up in three places: California, Minnesota, and Wisconsin.

 

Her-Xiong says she wanted to be as American as possible when she was a teen- she changed her first name to Chris long ago. But she was also strongly connected to her family and her Hmong identity. HAPA respects both of those aspects of so many Hmong people.

 

HAPA is a charter school that is authorized to operate by the Milwaukee School Board. It makes its own decisions on education and hiring and has its own board of directors.

 

While some charter schools have attracted controversy (even when they have strong results), HAPA has mostly avoided the spotlight. (The word “peace in the school’s name reflects one of the things the school emphasizes, but it also describes the school’s political standing.)

 

Continuing to build the academic quality of the school is also a central goal. Honors cOurses and AP courses have been added in the last several years. We know we need to beef up our high school curriculum,” Her-Xiong said.

 

Neither she nor the staff are satisfied with the quality of the school or its outcomes, she said. The motto she uses: “Great today, but better tomorrow.

 

All classes are taught in English, although a quarter or more of student: early part of their immigration experience. A small but increasing number of students are not from Hmong backgrounds or are children of marriages in which one of the spouses is not Hmong. But from the artwork on the walls to the special programs during the year, there is a strong sense of Hmong culture
